It is my privilege to announce an exceptional gift from our fellow trustee Peggy Cherng and her husband, Andrew, to advance medical engineering at Caltech.
Peggy and Andrew have made a $30 million campaign commitment to endow the Department of Medical Engineering in the Division of Engineering and Applied Science.
The first of the Institute’s 21 departments to be named, the Andrew and Peggy Cherng Department of Medical Engineering will bring together scientists and engineers from across campus to improve medical diagnostic and treatment strategies. It will facilitate collaborations with physicians at local medical schools and hospitals, including the Keck School of Medicine of USC, the Geffen School of Medicine at UCLA, Huntington Memorial Hospital, and City of Hope. A portion of the Cherngs’ gift will endow the Andrew and Peggy Cherng Leadership Chair for Medical Engineering, providing discretionary funds that will enable researchers to seize new opportunities and pursue novel lines of inquiry as they arise. Yu-Chong Tai, Caltech’s Anna L. Rosen Professor of Electrical Engineering and Medical Engineering, will serve as the department’s inaugural leadership chair holder and executive officer.
We are grateful for Peggy and Andrew’s support of Break Through: The Caltech Campaign. Their vision and generosity will help to ensure that Caltech’s medical engineering program can leverage the Institute’s culture of innovation, fearlessness, and interdisciplinary collaboration to improve the human condition for generations to come. - 汇率操纵影响贸易公平，与人民币改贬还是该升没关系（这十几年发那么多货币，当然该贬，到日元一比一水平也不为过）。
大陆的问题是，货币汇率由政府人为操作控制，同时还有大量贸易顺差，所以要搞搞正。这应该是川普贸易团队的逻辑。

每年4月份，美国财政部出具报告，宣布哪些国家是“汇率操纵国”。美国财政部在2016年奥巴马任内的报告宣布中国不是“汇率操纵国”。今年如何，且看下月分晓。
从常理判断，货币本身也是商品，应可以自由买卖，否则就是被操控。即便能自由买卖，其价格应随市场需求自由浮动，如果不能自由浮动，例如政府用外汇储备的收放来影响价格，也属操控行为。
“操纵汇率”不是罪，而是公平不公平的问题，A国允许外汇自由兑换，汇率自由浮动，B国不允许外汇自由兑换，汇率不能自由浮动，这两个国家在国际市场上不可能公平竞争。
川普认为中国、日本、韩国都是“汇率操纵国”，中国是“冠军”。

- 中国政府用‘堵’的办法，堵住钱不能外流。也不能在国内买第二套房子。老百姓手里的钱怎么办？炒股票被吃光，现在暴露的地下高利贷，就是钱的流向。。。再堵地下钱庄。堵堵堵，政府还有什么作为？治标不治本？
